Issue Cron jobs running at wrong times

Hi. I have an issue where my cron jobs don't run at the correct times. My server is set to GMT and I have confirmed this to be correct in both PHP and MySQL as well as on the server logs etc. but my daily scheduled tasks seem to run 9 hours out from the time i've put in. When I go into a scheduled task, below the run time, it says "The time zone for running the task is (UTC +00:00) Africa / Ouagadougou". Any help would be greatly appreciated. Thanks.
 
Cronjob execution is based on system time. When you run date on the console, does it show the correct date and time? When you check Tools & Settings > General Settings > Time Zone, does the setting of the zone match your system time zone displayed on the console?
