Custom Buttons not displaying

We have identified an issue where custom buttons set in the resellers profile are not displayed in the resellers clients or domain admins pages, despite the option in the interface to display custom buttons is checked

is anyone aware of a way to correct this?
 
Could you please provide step-by-step instruction how it can be reproduced?
 
I have created 5 custom buttons that link to our support areas, forums and website on a resellers plesk panel while logged in as the admin user

In the client and domain user plesk panels i have custom buttons set to be displayed on their interfaces and everyones using the same skin

the buttons show on the reseller panel but not on the client or domain admin levels of the sites under the reseller

Ive been able to reproduce this on 5 machines that we have just upgraded from 8.6 to 9.3
