If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.
  • The Horde component is removed from Plesk Installer. We recommend switching to another webmail software supported in Plesk.

You need to be logged in with your admin account to change the IP address. Your subscribers cannot change it. There is no option for that in the service plan that could be enabled.

If you believe there are good reasons that subscribers shall be able to change the IP address of their domains, please vote for ability to change IP for particular domain and please create a feature request that subscribers shall be able to select their IP address from a range of addresses that the admin provides. Others can vote for this new idea, and if it becomes popular it will find its way into a future Plesk version. Feature Suggestions: Top (1870 ideas) – Your Ideas for Plesk
