Customer problem with domain-templates!

Hello,
my English ist not the best. Ok my problem.
I use Plesk 7.5.4 on my new root server. If I create a new customer he get access to the domain-templates. Why he get it? What I did wrong in my config for the domain-templates?

I hope someone can help me!
