Default DNS settings not being applied

This is a little hard to explain but whenever I add a new domain, the default DNS Zone Settings I have are not being applied to the new domains I create. However, right after I create the domain I can go into the DNS setting for that domain and click on Restore Defaults and it will then set them to the default zone settings.

It's not adding all of the correct hosts/type records and on the ones that it does add, some of the IP addresses are set to the internal NIC cards IP address rather than the external public IP address that I have set up in the default settings.

Is there anything I can check to see why this is happening?

Additional Info...

If I don't complete the Hosting Setup when I create the domain, the DNS records are setup correctly. As soon as I complete the hosting setup the DNS records are changed to incorrect values.
