Default-Store no possible to change the exchange-type

why its not possible to change in the default-store to EURO?

Dear, I have found this now and this is a feature:

When 1 factura exists for this shop, a change of the exchange is no possible.
So you can delete the customer(s) with all packages and delete then all something with him,
then a change of the shop can been set!
