Disable the Disable/Enable button for clients?

Say for example, when a domains traffic level is reached and the admin turns it off via the Event Manager, how do you stop the clients from enabling it?
This seems a bit pointless on having limits if you cant ....
 
I tried editing a css of a skin, but when I upload it (.zip), it said this is not a valid skin? hmm....
 
When a account is disabled the user is not able to login to the control panel anymore. So i dont see how the client should reenable his own account?
 
bandurao, can you tell us what the solution is. The forum is restricted

I mean the doimain not the client account
