I want to give access to domain administration but I don't want the user to be able to create a database.

When creating a "Domain Administrator" or "Client" - how do I remove the "Databases" option from the Services section?

You can just create Client's template and set 'Maximum number of MySQL databases' and 'Maximum number of Microsoft SQL Server databases' as 0. After that you can use this template for creation new clients.
