    I have system running SUSE 9.1

    Today my provider has some power issue and after a Hard Reset BIND doesn’t start.

    Feb 21 16:24:50 121 named[3863]: loading configuration from '/etc/named.conf'
    Feb 21 16:24:50 121 named[3863]: /etc/named.conf:135: open: /etc/psaptzone.files: file not found

    after I removed the line 135
    include "/etc/psaptzone.files";

    bind start

    Btw: on this system is also Power Toys installed

    is the line 135 required and for what is this line?

    That is part of PowerToys. It's used for the Domain Aliasing feature.
