Question does resetting email password restart apache/nginx?

I'm confused what is happening when I reset an email accounts password:
1) it takes over a minute
2) Web Server (Apache) service on host XXX has been started

how can changing a password be this big of a deal?
something seems wrong on my plesk server?

Email passwords and mailboxes should be completely independent of web server configuration and operations. What is your procedure to reset an email password?
