Domain is acessible but not subdomain or mail... help with dns

I have a problem with dns and i'm stuck !

Practical explanation.

I have one domain called www.quartel21.com

I have it on a housing service, then i told my housing service to change the NS to ns1.novis.pt and ns2.novis.pt (name service from my ISP) i told my ISP to associate my public IP (fixed) 195.23.46.118 to domain quartel21.com

And in a fresh instalation of win2003 and plesk 8.1.1 i created domain quartel21.com and it works. except my subdomains and mail.

My dns config from plesk root is:

I'v made some tests in dns stuff site and i'v got thisresults


So at this moment, i have 3 domains in plesk, all working normal at main domain but none at subdomains and, most important mail, when i tried to access my mailbox via outlook, it cant find with server mail.quartel21.com

I have this problem a week now, and if i cant resolve this, i dont need plesk.

It's because your Nameservers don't point to your server IP.
