It seems your server is blocked by telekom mail servers.
Can you check with other servers?
For troubleshooting test connection with telnet.
 
The IP was not blocked by the Telekom, it is due to the PTR record (rDNS).
This was confirmed to me by Telekom and Plesk Support.
rDNS would be changed more than 48 hours ago, now at least a large part of the mails go out.

Does anyone know where to send mail to Outlook (Hotmail) (German) to have my IP unblocked?
There is nothing in the logs ...
