Email Sending Limits

I have several clients that are sending 5,000 emails in one send and this is bogging things down. Is there a way to put a limit on the number of emails that are sent in a given hour.

Back in my shared hosting days I would have limits of 150 emails per hour and 1500 per day.

How can I do this with qmail?
