How do I create a user that can only act as email administrator for a single domain and nothing else. The user needs to be able to add, modify, and delete email accounts. Is this possible using Plesk 8.2?
 
It is possible through either domain administrator or client permissions.
Client permissions, or domain administrator and select permissions.

For those of you who read this thead and need additional details, I chose to do the following:

1. Selected the domain
2. Clicked on the Domain Administrator Icon
3. Selected "Allow domain administrator access"
4. Entered and confirmed a password
5. Deselected all permissions except for mailing lists
