Is it possible to send a system wide email announcement to all email accounts on the server or even to all email accounts for domains under a particular client account??

I'd like to send out a short list of instructions for logging into their email management features, but the new "Mass E-Mail Messages" looks like it limits me sending to only the domain managers or clients, but not all email accounts.

Any ideas?
