So after installing the NGINX from the updates panel, I assume I must also enable aclr and rpaf within the apache modules page of plesk to enable it?
 
Those modules are enabled for you automatically after installation. However, if you need to know how to enable apache modules, below are the instructions:

Login to your Plesk server -> Tools & Settings -> Apache Modules
