Issue Error 500

Hello, at the beginning: sorry for my bad english.

i have following problem:
i can't login in plesk admin panel, Error 500
Logs says:

PHP Fatal error: Allowed memory size of 262144 bytes exhausted (tried to allocate 28672 bytes) in C:\Program Files (x86)\Plesk\admin\plib\auth.php on line 150

System: Windows 2016 Plesk onyx

Step 1: change the .ini, works
but
step 2 Go to Start > Services > Plesk SQL Server > Restart on Windows, i can't, error 500

the plesk panel webinterface blocked: Error 500, no login, no settings

also i have edit a many of php.ini's, restart the complete server and dont works

System Plesk Onyx, Windows Server 2016

please help
