Error accessing Plesk control panel or hosted sites - DB connection refused

Hi Guys,

In need of some help here. I have had a vps running plesk for a little while now, I haven't accessed it for a a few weeks and when i cam back to it today I receive this error message, I cannot access the host site of the plesk control panel.

ERROR: PleskFatalException: Unable to connect to database: mysql_connect(): Connection refused (auth.php:142)

I have tried restarting the server and the error still persists.

The plesk control panel is at: https://37.122.209.8:8443/
Hosted website is at: https://37.122.209.8/mlm_store

I have searched the net and not found a single answer for this problem :/

As far as I see all works fine now.
