Error After Plesk Upgrade

Hello
I have upgraded from Plesk 8.6 to 9.0
but i have 2 problems
1- when try to login on control panel .. i got this error "The file index.php is part of Plesk distribution. It cannot be run outside of Plesk environment."
2- all my php sites give the same error .. this one "CGI Error
The specified CGI application misbehaved by not returning a complete set of HTTP headers."

any fixes?

the problme may be that C:\Program Files\Parallels\Plesk\Admin\bin\php.ini file is damaged. Also please chekc the following article:
