Issue error create database for site WordPress Toolkit

I want to use remote database for my plesk
I use Oracle MySQL Database, I added the database successfully to remote databases in plesk. almost everything works as it should.
but when installing wordpress automatically using the wordpress toolkit, I get an error

I will mention that creating the database manually for the domain works fine and I can create it

manually installing wordpress also works.
I suspect it is some problem with wordpress toolkit.
Can anyone help me?
 
I have not managed to reproduce the issue on my local testing environment.

The following details may be useful to understand the root cause:
1. OS name and version of Plesk server.
2. OS name and version of remote database server.
3. Plesk version.
4. WordPress Toolkit version.
5. PHP version on domain.
6. Remote MySQL server version.
7. Any additional details how you've configured the server, e.g. customization of my.cnf, how you've installed the MySQL server and so on.

As for manual installation - have you tried it to the same domain / subscription as installation with WordPress Toolkit, right?
When you start installation with WordPress Toolkit - is new database present in Plesk interface once installation failed?
 
Try to check what is specified in Plesk->Tools&Settings->Database Hosting Preferences. Make sure you are not allowing localhost only, it won't work for a remote database:
