Error creating Coldfusion 9 DSN in panel 10.1.1

When I try to create a Coldfusion DSN for a new website this error comes up:

"Cannot create 'perishDSN' DSN: XML document must have a top level element.
at load xml in line 0"

Any ideas what this means?
