ERROR: PleskFatalException Unable to get default language.

Hi, im trying to install plesk on a debian 3.1
install finish ok but when i try to brownse plesk home page via http://ip:8443 i get this error :

Unable to get default language.

i think the problem is from the webserver because i try whith a php test page and i get the same message .
Coul someone help me ?

i'm in africa actually to work on a ples linux plateform but this probleme stop me in my work
