error with webuser

I'm trying to set up a webuser ie www.domain.com/~user.

When I try and access the users page via a browser it I get a 403 error.

"Forbidden
You don't have permission to access /~user/ on this server.

Please how can i fixe it?

How are you trying to set this up? This doesn't look like a typical Plesk operation.
