Issue Files become user root, group root

In your /etc/proftpd.conf file: Do you have the statements GroupOwner or UserOwner set? If these are set to "root", then all files and directories that the FTP server creates will be chowned to root.

Edit: not sure if this is even possible, manual says that UID cannot be 0 in this setting. I've never tested it myself.

Sorry but in /etc/ I don't have any proftpd file to open with vi... can you be more precise?
