FTP Account Creation Problem

I'm trying to create a new FTP account and I get the error:

"Error: Some fields are empty or contain an improper value.
Your password is not complex enough. According to the server policy, the minimal password strength is Very strong. To improve the password strength, use numbers, upper and lower-case characters, and special characters like !,@,#,$,%,^,&,*,?,_,~"

The password I used was: !a@S#d4F%g6h&J$
How can this be possible? If this is not a complex password, which one is?
 
Try to set 'Strong' here Tools & Settings > Security Policy
