FTP: could not access the home directory

I have a couple of users and a couple of domains that no matter what get User plunker.web failed to log on, could not access the home directory /. when trying to ftp to the server.

I have tried multiple things: deleteting and recreating the domain, checking all sorts of things in IIS and windows permissions.

anybody else seen this?
