FTP Problems

I am having major issues with FTP. I use Plesk 8.1 on a CentOS Linux server, and I used SSH to set up my various FTP user accounts. Most work fine but I have two errors:

One is that the damn CHMOD settings keep changing on their own, I have a specific folder set to 777 anf this is everyones root folder, so they can all share files. But all of a sudden some people cannot see files that others uploaded, and I did have them refresh their cache etc... sometimes I cannot even see files and I am root!

Also, one user can see a specific directory but cannot download that DIR, it doesn't say he doesn't have permissions, his client just sits there and spins its wheels, mine do too on those files when logged in as him...

why all the trouble?
