FTPS on plesk 12 windows doesn't work

If somebody is having the same problem, it's a confirmed bug ID# PPP-13362. They put a patch on my server and FTPS backup is working now. I'm asking refund on ticket.

Yes. I confirm, developers are working on PPP-13362 now. I hope it will be fixed soon in one of nearest microupdates.
