horde access without mailbox

When a mail account is redirected (forwarded) and the mailbox is turned off,
is there any way to still allow the user to access Horde webmail?

Many ISP's don't allow mail to be sent from any account, other than the account on the ISP's own servers.
That's fine for most communications but sometimes the user must send email from their own domain account
(usually to verify identity). In this instance, it would be helpful if the user could access Horde webmail
to send the message, even though their account is normally forwarding to their ISP address.
