How can I allow use of the 'mysql' command in a chrooted SSH environment?

i want my users to be able to use the mysql command line command from SSH, but I want them to only have access to their chrooted envirnoment. Is this possible?
 
Try posting in the plesk for NIX forum instead of Windows.
