    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.

This will be on a fresh OS Alma Linux 8/9 or any other OS that I can get mysql 5.5 to work. Is this possible with the docker?
 
Not supported but maybe you can find a docker with the version you need, but must think if the risk of installing unsupported and outdated software to your system is worth it
 
You need to install MySQL 5.7 as the only database server on the system. Afterwards install Plesk. It will use the existing database server.
