How do I force authentication

Hello everybody,

I'm actually reviewing the configuration of a mail server (Plesk 7.5, Qmail 1.03, Courier 3) and I'm really lost with all this configuration.

I would like to force authentication when someone try to connect via a telnet :

telnet my.mail.server 25

Anyone can send email with existing or not mail address.

The option on Plesk is set as :

Relaying -> Authorization is required -> SMTP

I'm a newby. I red many documentation and the configuration files seem to be good. I have no contact with the administrator who set this configuration.
