How do i set up MySQL

I tried to start the MySqil service in pleask but the following message came up

Error: Unable to update database parameters: Try to establish connection failed: Failed to connect to database: Can't connect to MySQL server on 'localhost' (10061)

the servername i hvae put is

localhost:3306
