Issue How to enable connections on DB

Hi, my customer use Wordpress with Woocommerce, it is about boutique and he like to manage stock list from once place

there is is simply problem with connecting PC aplication with DB on wordpress , i was following this tutorial (All about MySQL Remote Access Under Plesk – Full Guide) changes are made but again i can not connect with DB

please for any suggestions about this problem.
