How to make all-poerful FTP account?

I'd like to be able to ftp into my server and be able to see the root of the file structure, or at least the root of the vhosts directory. I'd like to create a new account just for this purpose, rather than giving root ftp access. Is there a way to do this in Plesk, or do I need to set it up via a terminal screen?

If I understand you correctly then you should be able to do this via port 23 using a SFTP client logging in as root.
