How to migrate easily and how to do it with a single license?

I lease a PLESK license on monthly basis and planning now to get my own server and migrate the domains from the old one (in the same datacenter, just prefer to have my own server instead of one leased from the hosting company).

1. Generally, I would like to ask which would be the easiest way to replace a server and migrate data in this case - as quick as possible.

My idea is to put the new server to the datacenter temporarily to another IP, install PLESK on it, migrate the data from the old server to the new one, then replace the new server with the old one and refresh the IP pool.
2. The question is:
- can I install a new server with the same leased license, while - until the time of migration - the old server is still running with the same license?
- or should I make an "offline" backup of data first on the old server (as described here: http://kb.swsoft.com/article_68_1152_en.html , then replace the servers and import the migration data on the new server?
Which method of these two are more convenient and secure?

3. Finally, if I installed a new server, on the same IP, can I use the same leased license directly on a new installation, or does it require further steps? (eg. acquiring a new license?)

I would appreciate any helping comments on these questions.
