  • The BIND DNS server has already been deprecated and removed from Plesk for Windows.
    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.
  • The Horde component is removed from Plesk Installer. We recommend switching to another webmail software supported in Plesk.

Do I need to install additional php or asp component in order to allow our website to send email under their web pages written by php or asp
 
No, you shouldn't install anything additional. Just use usual mail functions, php_mail(), for example.
 
How about the end-user of the website owner just want to use asp for web page programming? Some people told me that I need to install some asp mail components into IIS in order to let asp to send email
 
No, just make sure that you have enabled Active Server Pages for IIS in Windows Components (Add/Remove Programs).
If your ASP pages works fine - you can use mail function there.
