How to set Maximum recipients in QMAIL

This question has been asked before but I don't find an answer. Perhaps in the meanwhile more people are reading this forum and someone has an answer.

How do I set the Qmail server to only accept a certain number of recipients per message?

In other words, when an Outlook Express client connects to my Plesk Qmail server and they have more than x (say 20) recipients, the Qmail server should block them.
