I work for a pretty large hosting company. All of our VPS servers are Virtuozzo, and a large majority of those servers are running Plesk.

Most of the time when I attempt to update the apache configuration using the instructions found here, http://kb.swsoft.com/en/1345, the httpd.include file is not updated.

I know Plesk now prevents Apache from being restarted more that X number of times between X minutes, but shouldn't the httpd.include file be updated immediately?
 
I don't know why but when following this KB, http://kb.swsoft.com/en/894, it works.

Is there are difference in the flags that would explain this?

I thought -a -v would reconfigure all domains verbosely... but apparently I was wrong?
