httpd.include is missing SSL section

We have a domain we assigned a dedicated IP and setup an SSL cert but whenever you try to pull up the site at https://www.whatspoppindayton.com it doesn't work. I looked at the many httpd.include files and NONE of them have a section for SSL that starts with this (all my other domains with SSL that work have this section):

<IfModule mod_ssl.c>

<VirtualHost ###.###.###.###:443>

I've tried completing removing the domain and starting all over with no luck. I'm running a bunch of other sites with SSL and they all work fine so this one is really frustrating me. This is the only difference I can see from the way my other functioning domains are setup. I thought I could just add that section but I realize Plesk will just overwrite that file and it will do me no good. So, why isn't Plesk including that section like it should!? I'm hoping someone can help before I pull my hair out.

SSL issue

Can anyone tell me why Plesk would not create the necessary SSL section in the httpd.include file on a domain with a dedicated IP and SSL cert installed? How do I fix this?
