Well, since the content of the file appears to be encrypted, I doubt simply sending another copy will work.
Have you tried reinstalling Plesk?

Sorry, but I will not be sending a copy of anything off my server that is encrypted.
As I just said... try a reinstall. Login through SSH, download the Plesk 7.5.1 package, unpack it, and reinstall the base rpms.

A reinstall of psa rpm should work fine, run from the base directory, make sure you reinstall using the same version of Plesk as your current install:

rpm -Uvh psa-7*rpm --force
