Does IIS Manager get erased after an uninstallation of Plesk?
 
License Key

And if I have to uninstall/re-install Plesk Panel for windows. How do I restore the license key?
 
uninstalling plesk will remove all sites from IIS, you will need to restore all sites in plesk to get them back.
