What config options specifically? I've bumped up the following suhosin parameters which were set at 2000:
suhosin.cookie.max_vars = 2000000
suhosin.get.max_vars = 2000000
suhosin.post.max_vars = 2000000
suhosin.request.max_vars = 2000000

I've also set the memory_limit to 64M instead of 32M

Restarted httpd and still receive the same error.

First of all to make sure that this is suhosin extension issue try to disable this extension in PHP, restart apache service and check this situation. If this is suhosin related issue try to increase following parameters:

suhosin.memory_limit
suhosin.executor.max_depth

How can I determine if suhosin is used by anything else on my server? How do I disable suhosin? Where do I adjust the memory limits? In the same file I adjusted the "max_vars" parameters?

Suhosin enabled in PHP as an extension. You can check it with help of the following commands:

# php -v (suhosin should be also displayed in the output)

# php -i|grep -i suhosin

Find file where .so file is loaded and try to disable it.
