Import address for Mailing List?

Is there a way to import the names for a mailing list from Excel, Access, etc?

Is there anyway to dynamically update the datasource for a mailing list.. or link it to an external source?

You can use Maillist.exe utility to manage mailing lists.

I see one maillist.exe.. but it seems to be a DOS program.. any additional information? Is there a web based tool?
