Install error code 2738

I have windows vista, I tried installing the 64 bit (sitebuilder-4.1.0_build071210.223_winx64.exe) and the 32 bit (sitebuilder-4.1.0_build071210.223_winx86.exe), and they both give me this error message:

The installer has encountered an unexpected error while installing this package. This may indicate a problem with this package. The error code is 2738.

The 64 bit installation downloaded SQL and installed it, but then gave this error message. The 32 bit version gave the message right away.
