Install Errors Ubuntu 8.04 LTS Plesk 8.6

I am having a consistent problem installing 8.6 on Ubuntu 8.04. This is a clean install on a base system. Using the autoinstaller I get an error half way through the installation process error reading package lists. I have tried on a couple of different machines and also virtualbox. I get the same error everytime and I think it is to do with downloading the updates from ubuntu breaks the plesk install. if I try and use the full download psa_8.6.0-ubuntu8.04.build92090212.19_i386.deb.tar.gz when I unzip this it is not a deb package, I get a directory

Can anybody explain how to use this download. Which deb package do I start with ?
