How can I make the changes in the Interface management apply to 1 specific client only???

What kind of changes do you want to make? For a client you can change only the interface preferences in 'Preferences'. It's not possible to make other changes (other than to restrict access to the areas where he can not get into).

I want 1 client to have very restrict access to only a few things like web users & file manager, the rest should be off-limits.

Such kind of customization is not possible.
