After upgrading to Plesk 10.3 we can not access the Application Vault.

Same problem here -- but with the latest version 10.3.1 ... updating from 10.2.
Can't change passwords, can't create domains, can't access parts of control panel.

How can I fix this?

my.cnf: skip-name-resolve and skip-networking is not activated

repair using bootstrapper.sh do not solve the problem.


How can we get the ODBC connection working?

The problem can be fixed by removing skip-name-resolve configuration parameter from MySQL server configuration and re-running bootstrapper.sh repair.
 
Same as the poster before me, I disabled 'skip-name-resolve' in /etc/my.cnf and then run
/usr/local/psa/bootstrapper/pp10.11.0-bootstrapper/bootstrapper.sh repair

It did not fix it -- instead I see this now:

DATABASE ERROR!!!
Previous product version is 10.11.0, but previous database
version is 010120. In most of cases it is result of
previous upgrade try failure.

I can not run aps-controller-data-import.php manually as written in the error text outside the Plesk-software.

and apps can now not be installed by customers. Get this error text:

Frank, you used old version of bootstrapper. 10.3.1 version should contain /usr/local/psa/bootstrapper/pp10.12.0-bootstrapper dir.
