is domain owner able to create ftp accounts ?

hello,
using plesk 7.5.2 on linux

is domain owner able to create different ftp accounts for his customers ? those accounts will be pointed to separated directories and only logged customer will be able to see his files.

domain admin will upload the files to necessary directories.

how to make such a thing ???
