is it possible to provide different plan id for user creation and site creation

Hi,
I want to create an improved feature site for an exist sitebuilder user with a plan which have limited features.for example,user have 2 site for a 1.st plan and 3 site for a second plan.But user account belongs to first plan.
I mean to create sites with different plan ids for a user,is it possible?
